Health Care Reform = Tort Reform

One of the ways we can reform health care is by reducing cost. If we could lower malpractice insurance for doctors, I would think their cost would go down.

How to accomplish this?
1. Cap the amount of money that can be rewarded in a malpractice suit. I don't have a number off of the top of my head, but I would think malpractice insurance rates would go down.
2. Institute "loser pays" in lawsuits (idea from Mark Levin). If you have to pay all legal fees when you lose, you are less likely to file a frivolous lawsuit.
